Director General
Nigeria Civil Aviation Authority (NCAA)
Aviation unions in Nigeria have given the Director General of Nigeria Civil Aviation Authority (DGCA) Capt Chris Najomo and his management team:up till October 31, 2026, to account for the 5 percent Passenger Service Charges (PSC) remitted to the agency by airlines operating in the country or face serious industrial action.
The warning was given in Lagos on Tuesday during a congress held at the South West Regional headquarters of NCAA by the joint taskforce of the unions.
Unions represented at the congress are: Association of Nigeria Aviation Professionals (ANAP), National Union of Air Transport Employees ( NUATE), National Association of Aircraft Pilots and Engineers (NAAPE) and Air Transport Services Senior Staff Association of Nigeria (ATSSSAN).
Our correspondence who monitored the congress reported that the unions accused the DGCA and his management team of feeding them with lies over the true stste of remittance of 5 percent collected on behalf of the CAA by airlines operating in the country.
The unions claimed that management of NCAA had attributed suspension of overseas and local trainings of staff, delays in payment of allowances among other benefits to those who had gone on approved overseas trainings and withholding of nine month arrears of reviewed staff salaries to failure of airlines at paying the 5 percent PSC.
The unions also affirmed that it was because of the wrong information from the DGCA on the remittance of 5 percent PSC and its effects on the workers, that prompted them to mobilise their members for the recent picketing of Air Peace.
The unions however disclosed that their findings have revealed that airlines had remiitted billions of naira from the 5 percent collected, which the agency cannot account for.
Addressing the congress well attended by NCAA staff, Deputy Secretary General, (ATSSSAN), Comrade Olayinka Abioye urged the DGCA to give an up to date details of remittances of the 5 percent made by airlines.
He added that the management of NCAA should without further delay, lift the suspension on local and overseas staff trainings, ensure payment of all outstanding allowances and other expenses incurred by those who went on approved foreign trainings.
Abioye also called on the DGCA to ensure that the outstanding nine month arrears of reviewed staff salaries are paid by the end of October.
The unions however warned that failure on the part of the management of NCAA to address these demands by the end of October 2026 will lead to serious industrial action against the CAA.
