The Federal Government of Nigeria has signed a Memorandum of Understanding (MOU) with a United Arab Emirates, based firm, Dalil UAE for Advanced Cargo Information System (ACI).
The MOU was signed of behalf of the Federal Government by the Minister of Aviation and Aerospace Development, Barrister Festus Keyamo SAN who led a high-level Nigerian aviation delegation during a visit, hosted by DALIL UAE at Abu Dhabi International Airport and the UAE Command and Control Center,
The agreement aimed at transforming Nigeria’s aviation and cargo sector by establishing a framework for ACI deployment across Nigerian airports.
When implemented, the MOU will set Nigeria to lead West Africa in aviation digital transformation, leveraging Dalil UAE’s proven expertise to build a more secure, efficient, and globally competitive cargo ecosystem.
The visit, hosted by DALIL UAE, provided the Delegation with first-hand exposure to world-class cargo management and aviation security technology.
Before signing the MOU, Dalil UAE, the globally recognized provider of aviation security and ACI solutions, hghlighted the mission with a technical briefings
This was followed by a tour of the ACI and Command Centers – showcasing how real-time data improved cargo processing, risk profiling, and revenue collection.
According to the MoU which provides for joint cooperation, technical support, and phased implementation of ACI systems, the feasibility studies will begin in October 2025, while a nationwide rollout will be commence by third quarter of 2026.
The Minister has emphasized that adoption of the ACI solutions strengthen aviation security through early detection of high-risk cargo, improve efficiency and reduce clearance bottlenecks, enhance government revenue assurance through real-time data and facilitate trade and position.
Keyamo added that Nigeria as a regional logistics hub, the system will ensure compliance with International Civil Aviation Organization and World Customs Organisation (ICAO/WCO) global standards.
