Federal Airports Authority of Nigeria ((FAAN) will soon develop and implement the Cargo Bill to Right that will remove burdens of delays and multiple charges associated with cargo exports in the country.
The assurance was given by the Managing Director / CE of FAAN, Alhaji Kabir Yusuf Mohammed, IAP on Friday after the Aviacargo Roadmap committee presented its monthly report to him in Lagos.
Mohammed affirmed that the observations and recommendations in the reports will be implemented.
This monthly briefing of the Roadmap Committee was presented to the management FAAN by the Coordinator of the Committee, Ambassador Ikechi Uko
Receiving the reports, FAAN ‘s helmsman thanked the committee for its selfless commitment to the delivery of a new Aviacargo environment in Nigeria
He promised to support the development of new Standard Operating Procedures (SOP) for the operators in the cargo terminals across the country.
Mohammed added that FAAN will also implement a new Service Level Agreements (SLA) that will overhaul the whole cargo operations in Nigeria.
By implementing the Cargo Bill of Rights, the new SOPs and SLAs the airports will effectively become a Corruption free Zone. These new measures will improve the integrity of the exports from Nigeria and will reduce the rejection of Nigerian exports.
The implementation of a new 5 level secure Supply Chain pathway will improve the quality of Aviacargo business in Nigeria as it cuts across the whole Value chain starting from the farms.
As soon as the implementation of the bill comes to effect, an cargo that which origin cannot be tracedwill never be allowed in the cargo shed of any airport in Nigeria. Therefore marking the beginning of a new era for Aviacargo in the country
Earlier In his presentation, Coordinator of the Committee Ambassador Ikechi Uko told the FAAN Chief Executive that the committee could not make presentations in the past months because of the field trips embarked upon by the Committee members.
Uko who said that the committee has only two of the five-stage project plan left to be completed, sought the support of the FAAN boss to proceed with the remaining parts of the job.
The remaining stages of the assignment according to Uko are collation and writing of the report of the findings by experts on the Subject Matter.
The Coordinator noted that 10 points have being identified by the Committee for implementation.
According to Uko the Cargo bill of rights wi guarantee the swift, transparent and efficient handling of any Cargo export at any airport in Nigeria
The Designated Cargo Village, he added will transform unknown goods to known goods. ” “Nigerian exports are rejected because they are unknown and cannot be traced. So the job of the Aviacargo Village is to transform unknown or unsecured goods to known goods before export. This is the global standard and should be enforced in Nigeria” Uko said.
He continued, ” Nigeria has successfully implemented IATA IOSA for arlines and should establish a similar thing for players in the cargo ecosystem.”
He identified levels of registration and Certification needed for the industry starting from Farm Registration to Certification of cargo agents, Handling Companies and freight forwarders.
The presentation was attended by the Director of Commercial and Business Development of FAAN Olumuyiwa Femi Pearse, General Managers, Business Development and Cargo, Hycienth Ngwu and Kabiru Mohammed,respectively and the Chief of Staff to the MD Barrister Kwasau among other stakeholders.
